Repeated to Peking.
Secret. Canton negotiations.
A communiqué
has been issued by the Canton Government stating that it has apointed delegates to negotiate and has invited the Hongkong Goverment to do likewise.
I have duly received your telegram of the 11th June but no message has yet reached me from Peking and I fear that our hesitation is producing bad effect in Canton as well as imposing strain on loyalty of Chinese in Hongkong. The views expressed by
Brenan and myself are strongly supported by O'Malley who is now in Canton and who has telegraphed in this sense to Peking and Foreign Office.
